The landscape of international AI governance is dynamic and complex. Significant themes and challenges are beginning to emerge, but government agencies ought to take the initiative and evaluate their internal policies and priorities. Ensuring official policies are adhered to through the use of auditing tools and other procedures is the final phase. Developing centres of excellence and agency-wide AI literacy, identifying accountable leaders, securing funded mandates, and integrating expertise from the public, nonprofit, and commercial sectors are the cornerstones of a human-centered operationalization of governance.
The global governance environment
Currently, 668 national AI governance projects from 69 countries, territories, and the European Union are listed by the OECD Policy Observatory. These include national agendas, goals, and plans; organisations charged with directing or coordinating AI; public consultations with stakeholders or experts; and initiatives to apply AI in the public sector. In addition, the OECD categorises legally enforceable AI standards and regulations in addition to the projects mentioned above, adding 337 more to this list.The definition of the word governance may be difficult. AI can refer to laws imposed by the government, guidelines controlling the use of models and data access, or the morality and safety limits of AI systems and technologies. Meanwhile, a number of private companies seem to prioritise economic growth, stressing that efficiency and productivity are essential for both company success and shareholder profit. Some companies, such as IBM, are very focused on adding safeguards to AI processes.Not only are academics and non-governmental organisations producing helpful suggestions for public sector entities, but so are other expertise. This year, the World Economic Forum's AI Governance Alliance published the Presidio AI Framework (PDF). It "offers a safe approach to develop, implement, and utilise generative AI." The framework identifies gaps and opportunities for tackling safety-related problems. from the perspectives of four primary actors: users of AI models, adapters of AI models, writers of AI models, and consumers of AI applications.
There are developing regulatory themes that are shared by numerous industries and businesses. For instance, end consumers should be made aware of the existence and function of any AI they employ, as this is becoming more and more prudent. Leaders must ensure output consistency, defend their actions from criticism, and demonstrate a real commitment to social responsibility. Prioritising fairness and objectivity in training data and output, minimising environmental impact, and increasing accountability through organization-wide education and the designation of accountable individuals are all important.
Policies by themselves are inadequate
Governance policies are just guidelines, regardless of how rigorously or thoroughly they are written, and regardless of whether they are legally enforced or through soft law. What counts is how companies put them into practice. As an example, New York City published its own AI Action plan in October 2023 and codified its AI principles in March 2024. These recommendations encouraged people to break the law even as they endorsed the previously described themes, such as the notion that AI systems "should be tested before deployment."
